From your first consultation to the day you dive in — here is every phase of the Pool Creations build process, explained clearly.

Quick Answer

What are the steps to build a pool in Florida?

New pool construction in Florida involves consultation, custom 3D design, engineering drawings, permit applications, HOA submissions, excavation, steel rebar installation, plumbing and conduit, gunite shell application, tile and coping, deck construction, equipment installation, interior finish application, final inspections, and startup walkthrough. Pool Creations manages every phase in-house for projects throughout Venice, Sarasota, and Southwest Florida.

The Complete Pool Construction Process

Pool Creations manages every phase of the construction process. Here is what to expect, from first contact through final walkthrough.

01

Free Consultation & Site Assessment

Pool Creations visits your property at no charge. We assess the lot, discuss your vision, review setback requirements, and answer your questions. We also invite you to visit our Venice design center to see surface materials, tile, coping, and equipment in person.

02

Custom 3D Design

Our designers create a custom 3D rendering of your pool based on your property and goals. You see your finished pool, deck, spa, and outdoor environment in photorealistic detail before any contract is signed.

03

Design Review & Revisions

You review the 3D design and request any revisions. Material selections — interior finish, tile, coping, deck material, equipment — are finalized during this phase. You can visit the design center to review samples in person.

04

Contract & Deposit

We finalize the scope, pricing, and project schedule. A deposit secures your position in our build schedule. Pool Creations provides a detailed written contract covering all scope, materials, and warranty terms.

05

Engineering & HOA Submission

Pool Creations prepares all engineering drawings, structural plans, and HOA Architectural Review Committee packages. We submit to the appropriate county building department and HOA simultaneously to minimize delays.

06

Permit Approval

Permit processing times vary by county. Sarasota County, Manatee County, and Charlotte County each have different review timelines. Pool Creations tracks permit status and notifies you when approval is received.

07

Layout & Excavation

Once permits are in hand, our crew marks the pool layout on your property and excavates to the precise dimensions of the approved design. Soil is removed and the site is prepared for the next phase.

08

Steel Rebar Framework

A steel rebar grid is installed throughout the excavated shell per the structural engineer's specifications. The rebar framework must pass a county inspection before gunite can be applied.

09

Plumbing & Conduit

All plumbing lines and electrical conduit are installed and pressure-tested. These are embedded in the gunite shell and cannot be easily accessed after construction — proper installation at this phase is critical.

10

Gunite Shell

Gunite — a dry concrete mix — is pneumatically applied over the rebar framework at high pressure. The result is a dense, durable concrete shell. The shell must cure for several days before the next phase.

11

Tile & Coping

Waterline tile is installed at the pool's waterline, and coping stones are set along the perimeter edge. These define the aesthetic character of the pool and must be completed before deck construction begins.

12

Deck Construction

The surrounding deck is constructed using the homeowner's chosen material — travertine, pavers, or concrete. The deck is properly sloped for drainage and integrated with any screen enclosure or outdoor living features.

13

Equipment Installation

The equipment pad is constructed and all mechanical equipment is installed — pump, filter, heater, automation system, and lighting. Equipment is wired, plumbed, and tested before the interior finish is applied.

14

Interior Finish Application

The pool interior is finished with the homeowner's chosen surface — plaster, pebble aggregate, quartz, or glass tile. The finish is applied by hand and must be kept wet during the initial curing period.

15

Final Inspections

County inspectors review the completed installation. Pool Creations coordinates all required inspections and addresses any items before the final inspection is passed.

16

Fill, Startup & Walkthrough

The pool is filled with water, and the water chemistry is balanced. Pool Creations walks you through every system — automation, lighting, water features, and maintenance requirements — before handover.

Common Questions About the Construction Process

How long does each phase of pool construction take?

Permit processing is typically the longest variable — 4 to 8 weeks depending on county. Once permits are approved, excavation through gunite typically takes 2 to 3 weeks. Tile, coping, and deck add another 2 to 4 weeks. Equipment and interior finish add 1 to 2 weeks each. Final inspections and startup complete the process. Total active construction is typically 10 to 14 weeks after permit approval.

What causes delays in pool construction?

The most common causes of delay are permit processing time (which varies by county and workload), weather (heavy rain can delay excavation and gunite), material lead times (specialty tile or coping may have longer delivery windows), and inspection scheduling. Pool Creations communicates proactively at every milestone and provides updated schedules when delays occur.

Can I make changes after construction starts?

Minor changes can sometimes be accommodated early in the process, but changes after permit approval or after construction has begun can require permit revisions, additional fees, and schedule delays. Pool Creations encourages all design decisions to be finalized before the contract is signed to avoid complications.

What should I do to prepare my property for pool construction?

Before construction begins, Pool Creations will advise you on access requirements, utility locates, and any landscaping or fencing that needs to be temporarily removed. We coordinate with your HOA and county building department to ensure the site is ready for each phase.
